I had this problem where the “New Text Document” entry was missing from my right click context menu in Windows 7 and this is how I got it fixed.
Copy and paste the following text, save it as a *.reg file and run it.

This was the easiest solution that I’ve found without messing around with using other software or tweaking a bunch of other registry keys.
I’ve also attached this registry file here so you can just download and run it.
